Charles E. Payne
Born in Monroe, Charles was the son of Claude and Martha (St. Bernard) Payne. Charles leaves to cherish his memory his sister Catherine Evoe of Monroe as well as many nieces and nephews. Sadly he was preceded in death by his parents; two brothers: Eugene Payne and Larry Payne; and a sister Virginia Gillet.
