Born August 8, 1941 in Detroit, he was the son of Russell E. and Laura Waugh. Russell was a 1959 graduate of Monroe High School and a graduate of Eastern Michigan University. He was a lifelong teacher in the Dundee School District. He led his students to several state championships in history. Russell loved history and politics, college football and, of course, the Detroit Tigers. In his youth he was a baseball fanatic, so much so that he could rattle off lifetime batting averages of almost any player in the past. He was a delegate to the Republican National Convention in Detroit in 1980. At the onset of Iraq War II, he became so disillusioned with the Republican Party that he became a Democrat. He was married to Evelyn Burchett of Monroe and they had a daughter Tara Lynn Waugh. Surviving is daughter Tara Lynn McCutcheon, grandson Justin T. McCutcheon and brother, Dr. William W. Waugh of Olympia, Washington. Russell was preceded in death by his parents and younger brother Bruce A. Waugh.
